The operating loop

From record to accountable action.

The loop stays simple on purpose: record what is true, check it, explain the result, govern the change, and commit the outcome.

Record

People, missions and their related facts enter a connected domain model without losing which record owns the truth.

Check

Deterministic rules evaluate the records C3 currently holds.

Explain

A signal exposes its condition, score components, reasoning and suggested destination.

Govern

Material changes become explicit requests under role-based review and execution.

Commit

Execution, domain state and audit history succeed together—or the product reports the failure truthfully.

Truth before polish

Unknown is not zero. Failure is not empty.

C3 models loading, verified, proven-empty, denied, failed and stale regions explicitly. Individual values can also be unknown, withheld, partial or conflicting.

Verified

A current read returned a verified value.

Proven empty

The read succeeded and established that no records are present.

Stale

A prior answer can remain readable while current action waits for fresh verification.

Failed

The source could not be verified. The interface does not translate that failure into “none.”

Denied

The current role is not permitted to receive the region or value.

Governance classes

Not every action needs the same ceremony.

Material changes

Intent, review, execution.

Changes such as adding a person, changing membership, credentials, mission participation or agreement terms can require approval and separate execution.

Operational transitions

Direct, but still recorded.

Some journey lifecycle changes happen directly, with version checks and audit recorded in the same transaction.

Readiness boundary

Readiness is evidence over tracked records.

Mission readiness can evaluate active roster facts and existing credential or agreement coverage. C3 deliberately does not convert an absent record into a proven requirement gap.

Readiness is an operational signal, not a compliance guarantee.
